Community Advisory Board

Purpose of the Community Advisory Board (CAB):
On June 12, 2020, Governor Cuomo issued an Executive Order called the New York State Police Reform and Reinvention Collaborative. This mandate calls for the formation of a local committee to work with their police agencies to update policing policies and practices with stakeholder input. In September 2020, the City of Norwich formed its Community Advisory Board (CAB). The board meets every Wednesday from 3:00 pm – 4:30 pm. The public is welcome to attend, however due to COVID-19 restrictions we must limit the participation to 5 people. In order to be fair that everyone gets to attend, you MUST call 607-334-1201 to register for each meeting by 5:00 the day before the meeting. Goals of the Community Advisory Board

  • To review the needs of the community served by its police agency, evaluate the relevant policies and practices of the department, identify standards and strategies that foster trust, fairness, transparency, accountability, and legitimacy, confirm or establish policies that allow police to effectively and safely perform their duties;
  • Involve stakeholders and community members in listening sessions and elicit input from the public
  • Develop policy recommendations resulting from this review;
  • Offer a plan for public comment;
  • Present the plan to the local legislative body to ratify or adopt it, and;
  • Certify adoption of the plan to the State Budget Director on or before April 1, 2021
