The Department of Finance is responsible for collecting all payments for the City of Norwich, managing over 60 different funds. Finance also handles all purchase orders, vendor payments, banking, investing, insurance, as well as reporting to multiple New York State agencies. The annual budget is also prepared by the Finance Department. The Finance Office handles all aspects of the Water and Sewer Billing and collection of payments. If you are looking to make a payment to the City, come and visit the Finance Office where you are always greeted by a smile.

CREDIT CARD PAYMENTS NOW ACCEPTED IN THE OFFICE AND ONLINE. Online payments are for Water bills and current Tax bills payments ONLY - not back taxes. Previous years taxes must be paid by mail or in person before any current taxes due.
All major credit cards are accepted with the exception of Visa Credit. ACH/E-Check payments are accepted.

Convenience Fees
For each payment processed a convenience fee will be assessed by Chase Payments for processing the payment. The City of Norwich is not charging the fee nor are they allowed to collect fees. The convenience fees are as follows: 2.95% of your bill will be added to all credit/debit card payments and $1.95 will be added to all ACH/E-Check payments

Property Taxes

When are the City & County Property Tax Bills mailed?
The tax bills are usually mailed the last week of December.

Can I pay my property taxes that are due January 31st in the December prior to January?
No. No receipts will be issued until January.

Parking Tickets

What are the fines for parking tickets and how do the fees increase?

  • Initial Fine After 72 Hours After 10 Days
  • Overtime Parking $ 5.00 $10.00 $20.00
  • Illegal Parking $20.00 $30.00 $40.00
  • Handicapped Parking $25.00 $35.00 $50.00
